I think the problem is that there is just such a lack of interest in the paper markets, I mean, we know what's happening to the buillion. You want to buy bullion in size, just join the queue, mate. But when it comes to the paper price, they played ducks and drakes with it. 

He continues:

Silver is actually considerably more oversold technically in the paper markets than gold. So I think we're a situation – I mean while I say: Don't rule out a dip below the $2000 level [because] my God, that would be a buying opportunity if we do see it. So, it's good news, bad news if you like, in that sense. But I mean, I tend not to write for traders. 

...you've got to think in terms of what are gold and silver. They are not just pure commodities. They are legal physical money with no counterparty risk and particularly gold – and why the central bank's accumulating [them]. They're accumulating them because they know this and they would rather have it than dollars. The interesting thing is, if you look at what the People's Bank of China have been doing, they have been selling dollars to buy gold.
